STRATEGIC PLAN DEVELOPMENT PROJECTS FOR LOCAL MUNICIPALITIES

Strategic planning for Local Municipalities includes the works to be conducted for 5 years in line with the mission and vision of the Local Municipalities.

During the planning process, it is paid attention to the efficient usage of the existing resources of the Local Municipalities targeting the urban transformation and development of the district.

In recent years, the efforts to increase the efficiency of public administration necessitate the usage of modern administration techniques in public administration.

Taking the strategic administration mentality and the concepts like strategy, aim, purpose belonging to this mentality into the scope of public administration is an effort to reach a more efficient and effective public administration mentality.

Strategic planning is a process to determine the aims that the institution wants to reach in the foreseen future and the targets, projects and activities it chooses to reach these aims by analyzing the conditions of the internal environment and external environment that the institution operates in the framework of the strategic administration mentality.

Within the frame of this definition, the strategic plan has been prepared in accordance with Article 9 of Public Finance Management and Control Law numbered 5018. Local Municipalities continues its operation in coordination with İzmir Metropolitan Municipality. Therefore, in order for the strategic planning process to reach its aim, it is better to implement the planning in coordination with İzmir Metropolitan Municipality. This should be taken into account while making strategic plans in future terms.

In these reports, the operations that will be undertaken by the Local Municipalities in 5-year planning term are determined. The senior managements of the Local Municipalities are seen to be ready and disposed to create the necessary resources in order to implement the planned operations and to realize the aims and targets as they were foreseen.
